Ghana Rejects US Health Aid Deal Over Data-Sharing Dispute
The decision is seen as another setback for Washington’s broader restructuring of its foreign aid system, which followed the dissolution of the US Agency for International Development after President Donald Trump returned to office. Under the revised “America First Global Health Strategy,” the State Department has introduced a “co-investment” model that requires recipient governments to contribute financially, with the stated goal of reducing long-term dependence on aid while expanding the global reach of US health technologies.
As stated by reports citing Reuters, Ghana objected specifically to the data-sharing provisions attached to the agreement. The proposed deal would have provided $109 million in US health assistance over a five-year period. Official figures indicate that Ghana received $219 million in US foreign aid in 2024, including $96 million allocated to healthcare, prior to recent reductions under the current US administration.
Negotiations reportedly began in November, but pressure increased as the United States set an April 24 deadline for finalizing the agreement.
“They were pretty normal dealings and negotiations in the beginning, and then increasingly there was a lot more pressure, especially at the end,” the source reportedly said.
According to reports, Ghana has already communicated its position to the US administration. Neither Ghana’s government nor its Foreign Ministry has publicly commented on the matter.
The US State Department, meanwhile, said it does not comment on the details of bilateral negotiations. “We continue to look for ways to strengthen the bilateral partnership between our two countries,” a spokesperson told Reuters.
Reports also indicate that 32 countries have signed onto the broader initiative so far, with agreements totaling $20.6 billion, including $12.8 billion in US funding and $7.8 billion contributed by partner nations.
